I personally feel 15m is on the low side for Phillips, he's a solid, no frills, dependable PL CB.
For someone hardly getting any games for a season, 15m looks reasonable. We got Matip for free if ever there need to be a comparison
I think £15 million would be a fair price, we just got Ramsey & Carvalho for around £15 million, so if he funded them, that is good business for someone who will not play much for us unless we have another injury crisis at CB.
