The rivalries are beyond football, its red rose v white rose, this is City/regional rivalries also, where as when you look at say Tottenham v Arsenal, they are both London within a few miles of each other, so its based on clubs/fans rather than City/Region.
I think the PL is better for having them back, with all the talk of FFP etc, they are a prime example of why FFP was brought in, they gambled their future on success, like CL qualification, selling predicted seasons tickets/sponsorship in the future for upfront payments. Leeds must be the most dramatic collapses of a PL club which was challenging for the League/CL under O'Leary in the 90's, they had a great side with Ferdinand, Speed, Viduka, Martyn, Batty, Kelly & Woodgate, McAlliste, Wallace, Yeboah, Smith.
Their reputation comes from the 60/70's when they had some nasty players like Hunter & Charlton, an away day at Leeds was also notorious as they were well know for a Hooligan following, as most big clubs were then.
