How can you say Mane is not good enough? He's played well for Southampton and there's been no clear evidence to say he can or can't make the step up so it would be a calculated gamble as per every other transfer.
Klopp signed players from all over when he was at Dortmund and a lot of them didn't have proven track records when they joined. You need to have an open mind and if you don't have that then I would think that you won't be a big fan of Klopp's management.

Playing well for Southampton doesn't mean he can make the step up for Liverpool. And I've said he's a decent player, but in no way shape or form is he a £30million footballer!

we need players that are consistently good. I think he scored in 7 games last season (and got 5 or 6 assists?) so I don't really see how he will improve us much.
We've got more money now than ever before in our history thanks to the enormous amount of TV money coming in, so why are fannying about with players like Mane?? It doesn't make a lot of sense.
I don't quite know what the point is if you think that. considering we made 2 cup finals, I'm surprised you think liverpool is a step down from southampton purely on the basis of 3 points which separated them at the end of this campaign. or do you not think that, are you trying to give us any players perspective?
I don't know how consistent mane is (is it a reason to not sign him, whoever we sign they aren't going to be completely consistent?). A lot of it will of course depend on liverpool being consistently good, he's certainly had more consistency when he's not been played as centrally, where he is more likely to be indisciplined.
It would be a bit of an embarrassment should southampton finish above us next season. we expect to be challenging for top 4, southampton don't have a manager yet, and surely if they were going to finish in the top four they should have done it this season?
