Perhaps in the past they were, but not really now. They've had too many failures to be arrogant.
Personally, I think with the population, the facilities, the money, the strength of the league, England should have a team that's better than France, Holland etc on a level playing field with Germany, and not too far behind Spain.
As it stands, they're viewed as less than all of those sides. England fans have a right to be annoyed.
Irish fans on the other hand, well the population is tiny, there is no real league to speak of, poor facilities etc. It's an achievement just to be there.
England fans are similar to Liverpool fans in some ways in that they think they are bigger and better than they actualy are, both have expectations of grandua.
If I look at some of the other Nations I see a bit of a difference in there fans, Scotland and Wales are very patriotic in not just there support for the national side but also there countries clubs sides, you dont get many Wales fans not supporting Swansea or Cardiff e.t.c., Scotland fans supporting Celtic, Rangers, Hearts, Hibs or Aberdeen e.t.c. however when you look at the likes of Northern and Southern Ireland supporters they may be patriotic towards there national side but wont back there countries own Clubs and instead choose more successful teams in England to support instead, So I suppose each of the home nations is different.
