As usual in catastrophes like this, the fans ALWAYS get the blame.
The stadium was never in shape to hold such a big game and the authorities always nickle and dime the most basic fundamentals of security /staffing and logistics to get the biggest $$$ for themselves.
Football has also always has had a tribal element to it, but even more so them days. When you put the most basic of infrastructure in a setting of certain hostility, the end result will never ever be good.
Our darkest days as a club at Heysel and Hillsborough could have been prevented with appropriate planning but unfortunately greed and power caused the death and destruction along with a manipulated press to put the blame on fans instead of the real culprits.
