The fact is places like Kiev and Cardiff don't have the infrastructure to host such a prestigious event. UEFA have to shoulder blame here although I feel that organizations like UEFA and FIFA are filled with self serving bureaucrats more interested in feathering their own nests than the interests of the common working class fan. The "LIVE" Top level Football experience is being eroded away from the normal fan. Being pitch side is becoming impossible for the normal fan to afford such a lavish event without going into hock for it.
