As we all know Rafa has signed a new contract, but Hicks has come out saying that himself, Gillet and the new CEO will still have to approve the transfers, and he also mentioned that "made it very clear that he knows a manager can't have control over transfer budget".
It sounds like the same problems all over again, just different CEO.
Anyone know anything? Or read between the lines?

I think Rafa will be able to do all of the negotiations, but the final say is to the CEO and the owners.

Rafa's main problem wasn't with who has the final say, he had a problem with the slowness of the procedures.

you know how Rafa can be persuasive, just look at how he held on to Gerrard and brought in Torres and Mascherano.

He will get his way on most points but there is no way any owner would give a manager total power....that's just plain stupid.

He will have his say but the decision will rest with the owners. The main sticking point is that Parry is now out of the way, which will make any future negotiation go alot smoother.

The big problem with Parry is his speed in the market plus HE was valuing the player not Rafa, I think Rafa wanted Keane but not at that price and then to be told he was not getting Barry because of age+price. We only have to look back on all the misses in the market we done. For a while it looked like we where scouting players for everyone else but ourselves.

If nothing else it cuts out one person things have to go through which in theory should speed up the process and mean we won't miss out on players
