You can't make decisions on that alone. Last season we let in 38 goals....the previous year he was nothing special and we only let in 1 goal more. The season before that he was rubbish and we let in the same amount is this year. Go back another year when he had his worst season and we only let in 33.
Our goals conceded are dependant on far more factors than how well one person plays. You need to factor in how many games they played, who they played with, who they played against, who the manager was, who was in goal etc etc etc
