I actually disagree with you Desh and no offence when I say this but you obviously don't watch a variety of football at different levels. I'm not saying Im an expert at this but there are many merging talents out there around the world especially in those leagues we don't usually watch e.g brazilian league. Messi and Ronaldo are on a different planet to the current crop of players but there are many class players in and around leagues.
But imo to be classed as world class you have to be playing at the foremost in your position and in your league of a good enough standard.
Like you said the Brazilian League if Neymar is considered the best player in their league is he world class. Imo he's nowhere near it when he moves to Europe and does effectively what Suarez has done in any of the big leagues he can become it but he isn't world class now. Even now not many would say Suarez is world class with us despite playing world class for Uraguay and Ajax so what chance does Neymar have if he moves to a small club in Europe.
The only team that's not in any of the major leagues who is good enough to have world class players is Shaktar Donesk, and I'm sure many would agree Adriano isn't at the same level as world class forward, and similary you'd be crazy to say William is as good as Messi as a winger.
On sidenote I watch a wide variety of footy but like you say not the really bad leagues etc, my watching of football extends to premier league, top of bundesliga, top of la liga, and all europa and champ league unless coinsides with an lfc match.
