It is the competitiveness of the country though. The EPL rating has to be of the entire league, not just the teams are the top.
Much like every squad:
You're as great as your best XI, but only as strong as your squad.
I think the league is the same:
You are as great as your best team; but only as strong as every team.
I could argue that Chelsea and City have two of the best first XIs in the world, but if Sinclair is City's best back-up winger, and Moses is Chelsea's best, they are not quite as strong as Barca - who have Sanchez.
Much the same, just because Chelsea, Utd and City are a match for any team in the world, didn't mean that Wigan would be able to beat the teams at the bottom of La Liga or the Bundesliga. La Liga was so competitive that Villareal have been relegated and since promoted... We haven't had that since Newcastle went down and up. Giuseppe Rossi is still superior to most of the players Newcastle had at their disposal at the time. A player that helped get Swansea a cup and into mid-table, was De Guzman, a loanee from there last season. Diego Lopez displaced Casillas at Madrid, the guy who was in goal when they were relegated. We are not quite at the same level as a league as an entity. It is much easier to categorise "top teams" and "bottom teams" with a big swing to the latter, in comparison to La Liga right now.
As a league, right now, we are comparable to Serie A and the Bundesliga, but as European competitors, we are comparable to La Liga and the Bundesliga. That is how I see it.
1 La Liga
2= Premier League/Bundesliga
4 Serie A
5= Primeira Liga/Ligue 1
But that could change with the money in Ligue 1 of late, and the money being invested in both the PL and Bundesliga...
